The Economic Community of West African States (ECOWAS Commission) has received
financing from the World Bank toward the cost of the Regional Off-Grid Electricity Access
Project (ROGEAP) and intends to apply part of the proceeds for consulting services.<\/p>\n

<\/p>\n

<\/p>\n

The consulting services (\u201cthe Services\u201d) include the preparation and submission of the following
deliverables to the Project Steering Committee for approval and onward transmission to IDA:
\u2022 Draft communications and advocacy strategies to increase the standing and awareness of
ROGEAP with partners, the media and the public; the strategies should be aligned with the Social Risk Management system;
Draft policies on publishing and communications for ROGEAP which are aligned with the
Social Risk Management system;
\u2022 Up and running ROGEAP website, and continuous maintenance of contents of the website (with
support from IT services);
\u2022 Annual Communication Reports on media activities and publicity events.
The overall purpose is to ensure the visibility, formulation and implementation of the
communications and advocacy strategies to increase the standing and awareness of ROGEAP with
partners, the media and the public.<\/p>\n

The ECOWAS Commission now invites eligible Individual Consultants (\u201cConsultants\u201d) to
indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services. <\/p>\n

The shortlisting criteria are as follow:
Qualification
\u2713 A Master\u2019s degree from reputable university in Mass Communications Journalism,
Media Studies, Communications Strategy, Development Communication or relevant
discipline; A higher degree will be an advantage.

Experience and skills
\u2713 At least 5 years of relevant experience in providing communication packages to promote
the activities of an organization or program, preferably a development organization and\/or
multi-country program.
\u2713 Proven technical communication skills.
\u2713 Rich experience in the usage of computers and office software packages (MS Word,
Excel, PowerPoint, etc.) and graphic designing.
\u2713 Experience in handling web-based management systems.
Note: Citizens of ECOWAS member States are particularly encouraged to apply for this
consultancy.
