LAUNCH OF THE MISSION TO DRAW UP GUINEE-BISSAU’S NATIONAL ENERGY POLICY
LAUNCH OF THE MISSION FOR THE ELABORATION OF THE NATIONAL ENERGY POLICY OF GUINEA-BISSAU (July 23, 2025): ECOWAS through ROGEAP provides assistance to the Ministry of Energy of Guinea Bissau.

Guinea Bissau’s Minister of Energy, Dr José Carlos Varela Casimiro, in the presence of the ROGEAP project’s Senior Advisor and representatives of other technical and financial partners, this afternoon chaired the launch and scoping workshop for the development of Guinea Bissau’s National Energy Policy.
As a reminder, the ECOWAS Commission, through the Regional Off-Grid Electricity Access Project (ROGEAP), is providing technical assistance to the Ministry of Energy of Guinea Bissau to develop the country’s national energy policy. Under the supervision of the Direction Générale de l’Energie, ROGEAP has recruited two international experts to :
- Review current energy policy and the regulatory and legal framework;
- Diagnose and assess the state of the energy sector;
- Draw up a national energy policy in line with the Government’s priorities and the roadmap for its implementation;
- Align the new policy with national development plans, regional agreements and international commitments, including the Sustainable Development Goals (SDGs) and the Paris Agreement.
As a reminder, ROGEAP is a project funded by the World Bank, the Clean Technology Fund (CTF) and the Directorate General for International Cooperation (DGIS), and implemented by the ECOWAS Commission as part of Component 1 (Developing a regional off-grid solar energy market).
