Project oversight, Steering Committee: The ROGEAP Project, funded by the World Bank and implemented by ECOWAS and BOAD, has been in session in Lomé since 13 November 2025.
The Regional Off-Grid Electricity Access Project (ROGEAP) has been holding meetings in Lomé since 13 November 2025 to discuss and adopt the best strategies eight months before the project’s completion date.
This ten-day conclave began with a review of activities in 2025 – both for Component 1, implemented by ECOWAS, and Component 2, implemented by BOAD – as well as planning activities for 2026.
During the first three days (from the 13th to the 16th), the Project Implementation Units reviewed their activities and planning under the leadership of the senior adviser, El Hadji SYLLA, representing ECOWAS.
After three days of internal work, the World Bank supervision mission, led by the Project’s TTL, Ms Elisa Portale, took over to carry out an in-depth review of the commitments made by both ECOWAS and the AfDB.
A review of the results, which took place from 17 to 19 November 2025, concluded with a field visit to an electrified village in Togo as part of the Togolese government’s CIZO programme.
This programme, which shares similarities with ROGEAP, in a village situated a two-hour drive from Lomé, could draw on the experience gained by Togo’s Ministry of Energy, via the Togolese Agency for Rural Electrification and Renewable Energy (AT2ER), through its work with ROGEAP.
This visit forms part of an effort to explore ways in which ROGEAP can support the Togolese government, as the project’s activities in Togo have so far been mainly institutional and regulatory in nature.
The final session of this conclave concluded with a meeting of the Project Steering Committee, chaired by the representative of the President of the ECOWAS Commission, Mr KOLLEY, in his capacity as Chairman of the Steering Committee.
After welcoming the participants, the COPIL Chair conveyed the Commission Chair’s greetings to the World Bank and BOAD, expressing his hope that the proceedings would run smoothly.
Mr Rahian then spoke on behalf of the Bank before handing over to BOAD, represented by Copil Vice-President Ms Eklo, who gave assurances regarding BOAD’s ability to carry out this Component 2 properly.
As a reminder, ROGEAP is a project funded by the World Bank, the Clean Technology Fund (CTF) and the Directorate-General for International Cooperation (DGIS), and implemented by the ECOWAS Commission and BOAD.
