Supervisory mission, Steering Committee: The ‘ROGEAP’ project, funded by the World Bank and implemented by the ‘ECOWAS’ and the BOAD, has been in session in Lomé since 13 November 2025.
The Regional Off-Grid Electricity Access Project (ROGEAP) has been meeting in Lomé since 13 November 2025 to discuss and adopt the best strategies with eight months to go until its completion date.
The ten-day conclave began with a review of the activities for 2025 – covering both Component 1, implemented by the ECOWAS, and Component 2, implemented by the BOAD – as well as planning for the activities in 2026.
During the first three days (from the 13th to the 16th), the Project Implementation Units reviewed their activities and their planning under the guidance of the senior adviser, El Hadji SYLLA, acting on behalf of theECOWAS.
Following these three days of internal work, the World Bank’s monitoring mission, led by the Project’s TTL, Ms Elisa Portale, took over to conduct an in-depth review of the commitments made by both the ECOWAS and the BAOD.
A review of the results, which took place from 17 to 19 November 2025, concluded with a field visit to an electrified village in Togo as part of the Togolese Government’s CIZO programme.
As this programme shares similarities with ‘ROGEAP’ – a project in a village situated a two-hour drive from Lomé – it could help capitalise on the experience of Togo’s Ministry of Energy through the Togolese Agency for Rural Electrification and Renewable Energy (AT2ER) and ‘ROGEAP’.
This visit forms part of an effort to explore ways in which the ‘ROGEAP’ can support the Togolese Government, as the project’s activities in Togo to date have been primarily of an institutional and regulatory nature.
The final session of this conclave concluded with a meeting of the project’s steering committee, chaired by the representative of the Chair of the Commission for the ‘ECOWAS’, namely Mr KOLLEY in his capacity as Chair of the Copil.
After welcoming the participants, the Chair of the Steering Committee took the opportunity to convey the Commission President’s greetings to the World Bank and the BOAD, whilst expressing his hope that the proceedings would run smoothly.
Mr Rahian then spoke on behalf of the Bank before handing over to BOAD, represented by the Vice-Chair of the Steering Committee, Ms Eklo, who gave assurances regarding BOAD’s ability to implement Component 2 effectively.
As a reminder, ‘ROGEAP’ is a project funded by the World Bank, the Clean Technology Fund (CTF) and the Directorate-General for International Cooperation (DGIS), and implemented by the Commission for the ‘ECOWAS’ and the BOAD.
