Bissau: TheECOWAS (), through the ROGEAP and with financial support from the World Bank, is assisting Guinea-Bissau in drawing up and validating its national energy policy.
Bissau, (6 November 2025).
From 5 to 7 November 2025, the capital of Guinea-Bissau hosted a series of workshops dedicated to the presentation and public validation of the country’s national energy policy guidelines.
This series of workshops aims to share with public institutions, the private sector and civil society the various strategic guidelines for drawing up a viable, reliable and sustainable national energy policy for the Republic of Guinea-Bissau.
This process is an initiative of the Republic of Guinea-Bissau, which received technical and financial support from the ECOWAS through the Regional Off-Grid Electricity Access Project (ROGEAP) to recruit a consultant responsible for drafting this policy document, as well as for organising workshops to present the findings to the various stakeholders in Guinea-Bissau.
The Minister for Energy of the Republic of Guinea-Bissau, represented by Director-General for Energy, Carlos Alberto Handem, thanked ECOWAS for its efforts on behalf of this member country.
For its part, the Mr BAH ARNAUD KOUADIO, speaking on behalf of the ‘ROGEAP’, reaffirmed the will and determination of the ECOWAS to support the country in implementing a high-quality energy policy.
It should be noted that the ‘ROGEAP’ is a project funded by the World Bank, the Clean Technology Fund (CTF) and the Directorate-General for International Cooperation (DGIS), and implemented by the Commission of the ‘ECOWAS’ through the Department of Infrastructure, Energy and Digitalisation and by BOAD.
