Guinea-Bissau: theECOWAS, through theROGEAP, and the World Bank are supporting the energy policy

Bissau: The ‘ECOWAS’, through ‘ROGEAP’ and with financial support from the World Bank, is assisting Guinea-Bissau in developing and validating its national energy policy.

Bissau, (6 November 2025).

From 5 to 7 November 2025, the capital of Guinea-Bissau hosted a series of workshops dedicated to the presentation and public approval of the country’s national energy policy guidelines.

This series of workshops aims to share with public institutions, the private sector and civil society the various strategic directions for the development of a viable, reliable and sustainable national energy policy for the Republic of Guinea-Bissau

This process is an initiative of the Republic of Guinea-Bissau, which has received technical and financial support from the ECOWAS through the Regional Off-Grid Electricity Access Project (ROGEAP) to recruit a consultant responsible for drafting this policy document, as well as organising feedback workshops for the various stakeholders in Guinea-Bissau.

The Minister for Energy of the Republic of Guinea-Bissau, represented on this occasion by the Director-General for Energy, Mr Carlos Alberto Handem, thanked the Organisation for the Development of African Energy (ECOWAS) for its efforts on behalf of this member country.

For his part, Mr BAH ARNAUD KOUADIO, speaking on behalf of the ROGEAP, reaffirmed the ECOWAS’s commitment and determination to support the country in pursuing a high-quality energy policy.

As a reminder, ‘ROGEAP’ is a project funded by the World Bank, the Clean Technology Fund (CTF) and the Directorate-General for International Cooperation (DGIS), and implemented by the Commission of the ECOWAS through the Department of Infrastructure, Energy and Digitalisation and the BOAD.
