PRAIA: The ‘ROGEAP’ is training key stakeholders in regional standards for off-grid solar systems with a capacity of <= 350 Wp

 (ECOSTAND IEC TS 62257-9-8:2020 and ECOSTAND IEC TS 62257-9-5:2018)

PRAIA, (8 April 2026).

The capital of Cape Verde hosted a national workshop organised by the ROGEAP on the implementation of regional standards for off-grid solar photovoltaic systems. This workshop, held from 8 to 9 April 2026, is the logical next step following a series of workshops in the 19 countries covered by the ‘ROGEAP’.

The opening ceremony took place in the presence of officials from the Republic of Cape Verde and the ECOWAS, represented by the Principal Adviser to the ROGEAP, acting on behalf of the Commission’s President. On this occasion, Mr El Hadji Sylla reiterated the project’s commitment to supporting countries in effectively adopting these standards, which were adopted by the Council of Ministers of the Organisation for Economic Co-operation and Development (ECOWAS).

This two-day workshop, which brought together more than thirty experts from the public and private sectors, senior officials from the ministries of finance and trade, civil society and SMEs, amongst others, is a logical follow-up to the workshops recently held in other countries.

By the end of this awareness-raising and capacity-building workshop, participants should have a good understanding of the quality standards for off-grid solar products (ECOSTAND IEC TS 62257-9-5 and ECOSTAND IEC TS 62257-9-8);

They will also be required to familiarise themselves with the definitions, international quality standards and test methods for off-grid solar products and systems;

Finally, they will be able to provide accurate information to other relevant stakeholders regarding the two adopted standards and to raise awareness amongst the general public;

As a reminder, the ECOWAS Commission, through the Regional Off-Grid Electricity Access Project (ROGEAP), is supporting the 19 countries involved in the project to increase the rate of access to electricity for households, businesses and public institutions through modern off-grid solar systems, using a harmonised regional approach.

ROGEAP is a project funded by the World Bank, the Clean Technology Fund (CTF) and the Directorate-General for International Cooperation (DGIS), and implemented by the Commission of the ECOWAS through the Department of Infrastructure, Energy and Digitalisation and the BOAD.
