Guinea-Bissau: ECOWAS, through ROGEAP, and the World Bank support energy policy
Bissau: ECOWAS, through ROGEAP, with financial support from the World Bank, is assisting Guinea-Bissau in developing and validating its national energy policy.
Bissau, (November 6, 2025).
From November 5 to 7, 2025, the capital of Guinea-Bissau hosted workshops dedicated to the presentation and public validation of the country’s national energy policy guidelines.
This series of workshops aims to share with public institutions, the private sector, and civil society the various strategic guidelines for developing a viable, reliable, and sustainable national energy policy for the Republic of Guinea-Bissau.
This process is an initiative of the Republic of Guinea-Bissau, which has received technical and financial support from ECOWAS through the Regional Off-Grid Electricity Access Project (ROGEAP) for the recruitment of a consultant responsible for drafting this policy document, as well as organizing feedback workshops for the various Guinean Bissau stakeholders.
The Minister of Energy of the Republic of Guinea-Bissau, represented by the Director General of Energy, Mr. Carlos Alberto Handem, thanked ECOWAS for its efforts on behalf of this member country.
For his part, Mr. BAH ARNAUD KOUADIO, on behalf of ROGEAP, reaffirmed ECOWAS’s willingness and determination to support the country in developing a high-quality energy policy.
As a reminder, ROGEAP is a project financed by the World Bank, the Clean Technology Fund (CTF), and the Directorate-General for International Cooperation (DGIS) and implemented by the ECOWAS Commission through the Department of Infrastructure, Energy, and Digitalization and BOAD.
