Supervision mission, Steering Committee: The ROGEAP Project has been in conclave in Lomé since November 13, 2025.

Supervision mission, Steering Committee: The ROGEAP Project, financed by the World Bank and implemented by ECOWAS and BOAD, has been in conclave in Lomé since November 13, 2025.

The Regional Off-Grid Electricity Access Project (ROGEAP) has been meeting in Lomé since November 13, 2025, to discuss and adopt the best strategies eight months before its closing date.

These ten days of conclave began with a review of activities in 2025, both for Component 1, implemented by ECOWAS, and Component 2, implemented by BOAD, as well as planning activities for 2026.

During the first three days (from the 13th to the 16th), the Project Implementation Units reviewed their activities and planning under the leadership of the senior advisor, El Hadji SYLLA, representing ECOWAS.

After three days of internal work, the World Bank supervision mission led by the Project’s TTL, Ms. Elisa Portale, took over for an in-depth review of the commitments made by both ECOWAS and the AfDB.

A review of the results, which lasted from November 17 to 19, 2025, concluded with a field visit to an electrified village in Togo as part of the Togolese government’s CIZO program.

This program, which has similarities with ROGEAP, in a village located two hours’ drive from Lomé, could capitalize on the experience of Togo’s Ministry of Energy through the Togolese Agency for Rural Electrification and Renewable Energy (AT2ER) with ROGEAP.

This visit is part of an effort to explore avenues that will enable ROGEAP to support the Togolese government, as the project’s interventions in Togo have so far been mainly institutional and regulatory in nature.

The final act of this conclave ended with a meeting of the Project Steering Committee chaired by the representative of the President of the ECOWAS Commission, Mr. KOLLEY, in his capacity as Chairman of the Steering Committee.

After welcoming the participants, the COPIL Chair conveyed the greetings of the Commission Chair to the World Bank and BOAD, expressing his hope that the proceedings would run smoothly.

Mr. Rahian then spoke on behalf of the Bank before handing over to BOAD, represented by Copil Vice-President Ms. Eklo, who gave assurances about BOAD’s ability to properly execute this component 2.

As a reminder, ROGEAP is a project financed by the World Bank, the Clean Technology Fund (CTF), and the Directorate General for International Cooperation (DGIS) and implemented by the ECOWAS Commission and BOAD.
